Rep. Markey speaks during House Floor debate over a bill to temporarily suspend filling the Strategic Petroleum Reserve (SPR) until the end of the year. President Bush has rejected bipartisan calls to do so voluntarily. The bill passed the House by a vote of 385-25 on May 13, 2008.
