New Study: Bush Admin. Voluntary Climate Programs Still Not Working

Emissions Increase for Majority of Power Companies in Voluntary Reporting


WASHINGTON (October 10, 2007) – A new study issued by professors at the University of Michigan’s Ross School of Business found that the majority of the electric utilities participating in the Department of Energy’s Voluntary Greenhouse Gas Reporting Program actually saw their emissions of carbon dioxide increase from 1996 to 2003. The study compared data reported to the DOE registry with data the companies had also reported to the Federal Energy Regulatory Commission. Emissions of heat-trapping pollution had increased over that period in 323 of the 550 utilities examined in the study.

Chairman Edward J. Markey of the Select Committee on Energy Independence and Global Warming said this study points to the immediate need to pass the energy bill that will require utilities to increase energy efficiency and the amount of energy they generate from renewable sources in order to begin to achieve actual reductions in global warming pollution.

“Instead of helping the electricity sector go on a carbon diet, the Bush administration’s voluntary policies are leaving the pantry open and allowing the world to unhealthily tip the climate scale,” said Chairman Markey. “We need to pass the energy bill to get started cutting heat-trapping emissions, and then we must pass real, enforceable limits on those emissions.”
