Select Committee Staff Changes: David Moulton, Long-Time Senior Markey Advisor to Retire from Hill

MARKEY ANNOUNCES SELECT COMMITTEE STAFF CHANGES

DAVID MOULTON, LONG-TIME SENIOR MARKEY ADVISOR, TO RETIRE FROM THE HILL

WASHINGTON (January 18, 2008) --  Rep. Edward J. Markey (D-MA), Chairman of the House Select Committee on Energy Independence and Global Warming, today announced the retirement of David Moulton from the position of Staff Director and Chief Counsel of the Select Committee effective February 7, and the appointment of Gerry Waldron as the new Staff Director and Chief Counsel of the committee. In addition, Chairman Markey is elevating Dr. Ana Unruh Cohen from Senior Policy Advisor to Deputy Staff Director. Mr. Moulton has decided to leave the Hill to pursue opportunities in the nonprofit sector after more than 25 years serving in the House and the Senate.

David Moulton is one of Capitol Hill’s most experienced veteran staffers. He is a graduate of Harvard University, who left Massachusetts to attend Georgetown Law School and began his Hill career in 1979 with Senator Kennedy on the Joint Economic Committee. For the last 23 years, Moulton has served Rep. Markey in wide array of senior positions, including Chief of Staff , Legislative Director, and Administrative Assistant in the congressional office, and also Staff Director and Chief Counsel of the Energy and Commerce Subcommittee on Telecommunications and Finance, and of the newly created global warming panel.  

“There is no better member to work for in Washington than Ed Markey,” said Moulton. “I have enjoyed every minute of this long collaboration, and I look forward to new challenges knowing that I am leaving behind a strong team of dedicated friends and professionals to carry forward the work of this very special committee.”

“David has the soul of John Audubon and the writing talents of Mark Twain.,” said Markey. “His skills, counsel, and creativity will be greatly missed.”

Markey added, “David has been with me through every issue since 1985, from energy to the environment to telecommunications to consumer protection. From energy efficiency to the V-Chip, from children’s education television to roller coaster safety, from protecting the Arctic Refuge to fighting global warming, David has been my closest advisor and friend. He has combined a deep commitment to the public interest with a mastery of the legislative process.   Over the last year, David set up the Speaker’s new Select Committee from scratch and has helped it grow into a force for change in the Congress and the world. I look forward to working closely with him in the future as he accepts new challenges ahead.”

The Select Committee’s new Staff Director, Gerry Waldron, returns to the Hill from the law firm of Covington and Burling, where he is a partner. His experience with environment and energy issues in Washington began with his service on the Oversight and Investigations Subcommittee of the Interior Committee, which Rep. Markey chaired from 1981-84. Waldron then moved to Markey’s congressional office in 1983 to handle a variety of Energy and Commerce Committee issues, including “acid rain”, Superfund, and the Clean Air Act. When Markey became chairman of the Energy Conservation and Power Subcommittee of Energy and Commerce in 1985, Waldron served as a senior staff member, where he was responsible for fuel efficiency, appliance standards, and nuclear energy legislation. He left the Hill in 1987 to attend law school at Duke (where he was the Editor-In-Chief of the Duke Law Journal) and then held a clerkship with Judge Phillips in the Fourth Circuit Court of Appeals. Waldron then returned to the Hill to work for Chairman Markey as a senior telecommunications counsel on the Telecommunications and Finance Subcommittee of Energy and Commerce. He moved to Covington in 1995.

Rep. Markey also announced today that Dr. Ana Unruh Cohen, who presently serves as the Select Committee’s Senior Policy Advisor, will be taking on new responsibilities as the Deputy Staff Director. Unruh Cohen has a B.S. in Chemistry from Trinity University and received her Ph.D. in Earth Sciences from Oxford University, where she was a Rhodes Scholar. She began working for Rep. Markey in 2001 as a Science and Technology Policy Fellow. Following the completion of her Fellowship, Unruh Cohen was promoted to Markey’s legislative assistant for the environment. She then served as Director of Environmental Policy at the Center for American Progress.
